Mandatory carbon limits are coming for buildings across the EU — and the timeline is short

The recast Energy Performance of Buildings Directive (EPBD) will require whole-life carbon (WLC) assessments for all new buildings starting in 2030 — and for buildings over 1000 m² from 2028.

This marks a shift: carbon will now be regulated alongside energy performance. Many markets aren’t ready.

Some countries are moving faster:

  • Denmark, France, and the Netherlands already enforce WLC limit values.
  • Denmark lowered its thresholds again in 2025, with typology-specific caps.
  • Others, including Ireland and Spain, are introducing WLC assessments but without enforceable limits.

Within five years, carbon will be regulated alongside energy performance for all new construction in the EU.
