Buy Clean Concrete Guidelines For New York Buildings

From 2025, emissions limits will be in place for the concrete used in New York’s state-funded projects.

Starting January 1, 2025, New York State will implement a “Buy Clean Concrete” mandate for state-funded projects, setting emissions limits for concrete.

The policy promotes the procurement of products with lower embodied carbon emissions, focusing on reducing the environmental impact of government spending.

Concrete, being carbon-intensive, contributes significantly to global emissions. The mandate applies to state agency contracts over $1 million involving more than 50 cubic yards of concrete or New York Department of Transportation contracts over $3 million with at least 200 cubic yards of concrete.

Emissions limits will be based on 150% of the National Ready Mixed Concrete Association’s regional baselines initially, with revisions using New York-specific data in 2027 and subsequent years.

The policy is expected to reduce the state’s carbon footprint, promote innovation in low-carbon concrete, and position New York as a leader in sustainable construction.
